Carers Scotland has responded to the consultation on the Right to a Break and Timescales for Support Plans, informed by carers’ lived experience. The full response can be found via the link below, we have made the following key points:
- Funding: Additional, dedicated funding is essential to deliver a meaningful right to a break. This must ensure equitable access, including in rural areas, culturally appropriate provision, and sufficient replacement care for those with complex or palliative needs.
- Right to a Break: Carers should determine whether their breaks are sufficient, taking account of individual circumstances. Breaks are only effective where appropriate replacement care is available. Definitions of breaks should remain flexible and not restrictive.
- Timescales: Carers support a 4–6 week timeframe for completing support plans. Regular communication is needed to keep carers informed of progress.
- Transition: Those in greatest need should be prioritised, with clear criteria for identification. Given longstanding unmet need, a phased approach of no more than one year is recommended to ensure all carers receive their entitlement.
