Does the law support you as an unpaid carer?

That’s the question Carers Wales has been asking since the Social Services and Well-being (Wales) Act came into force.

It’s been 10 years since the Act was introduced — so is it working for you?

What is Track The Act?

Track The Act is a monitoring project carried out in Wales to examine how well the Social Services and Well-being (Wales) Act 2014 is being implemented for unpaid carers.

The project gathers information from unpaid carers about their experiences of receiving support, information, and assessments under the law. It also collects feedback and data from local authorities and health boards to understand how the legislation is being put into practice.

Track The Act produces reports that highlight what is working well and where improvements are needed. Its aim is to ensure that carers receive the rights and support they are legally entitled to.

 

Why take part in Track The Act?

It has now been 10 years since the introduction of the Social Services and Well-being (Wales) Act 2014, so completing the survey will show whether those rights have been implemented and whether carers are actually receiving the help they are entitled to.

By taking part, you can highlight what is working well and what isn’t.

The findings are used to influence local authorities, health boards, and decision-makers, helping to shape future policy and services. This has never been more important with the Act fully matured and a potentially systemic change in who governs Wales after May.

 

Track The Act is the only piece of research in the world that has monitored a law directly affecting unpaid carers on an annual basis since its inception.

 

Who should fill in Track The Act?

Primarily, Track The Act is for unpaid carers who live in Wales or care for someone who lives in Wales. We ask about your lives, about what caring duties you undertake and whether you have experienced various elements that are your legal right.

You are completely anonymous when completing the survey, so you can speak the truth freely without any concerns.

The survey can take anywhere from 15 minutes to 50 minutes to complete. The more complex your caring role and the more opinions you have, the more time it will take.

However, for this year, we are also asking members of the general public to complete the survey.

It all works on the same link. You will be asked about what you know about the law, so we can see how much the Social Services and Wellbeing (Wales) Act 2014 has actually reached people before they start providing care.

 

What has Carers Wales done to make it easier to complete?

We have listened to carers over the past year on what can be done to make the survey easier to complete while keeping the richness of the data that is so important for campaigning for change.

So we have:

  • Invested in new technology so you can complete the survey over several sessions. Whenever you need to stop, you can request a link, and it will take you back to the place you were without your information being lost
  • You will only ever see the questions that are relevant to the information you have shared
  • We explain each section so you feel more confident about why we are asking and what the benefit is of completing the survey.
