Response to "Scotland in the United Kingdom: An enduring settlement"

Carers Scotland and Carers UK joint response to proposals for further devolution to the Scottish Parliament.

We welcomed the opportunity to provide our initial thoughts on the draft clauses.  These are intended to be succinct and focus on clauses related to carers’ benefits.  However, we are examining each clause and identifying issues and unintended consequences and will provide further detail throughout the legislative process.

Overall we welcome the devolution of additional powers and responsibilities to the Scottish Parliament.  We believe that this has the potential to enable the Scottish Parliament to respond and develop more cohesive policy for carers in Scotland. 

However, our response gives some comments on the devolution of benefits and the potential to create new benefits to support carers in Scotland.
