Draft National Eligibility Framework for Carers
The National Carer Organisations are seeking an amendment to The Carers (Scotland) Bill to have a duty on local authorities to support carers based on national eligibility critieria, rather then local eligibility critieria. Carers have been very clear in their view that a national framework for eligibility is the only way to avoid the continuing postcode lottery and the confusion of having 32 different systems operating throughout Scotland.
In order to support and evidence this position, we have produced a draft Framework for National Eligibility Thresholds. This is designed to set out the circumstances in which carers would have a right to a service under The Carers (Scotland) Bill
