Coronavirus Act and Emergency Measures

Carers UK is in constant contact with Government about the response to coronavirus. We want to make sure that carers’ needs are fully considered and that carers have the information they need to continue to care safely and well. There are gaps that we are asking Government to fill.

The Government has passed the Coronavirus Act 2020. Carers UK fully recognised that emergency measures are only to be used in a time of emergency, but we want to ensure that carers' needs are recognised and delivered as far as possible. Local authorities in England can make a decision about moving to these measures. If they do, and can reduce the duties under the Care Act 2014, they must still carry out some form of assessment with carers, and their prevention duties still exist.

Government has published statutory guidance on the Care Act 2014 easements (from the Coronavirus Act 2020). We set these out in detail below. We will also be tracking what is happening.

We are developing information for carers and what their rights mean and how they could be affected by this. We will continue to update this page.

Carers UK continues to represent the voices of carers to the Government to share how unpaid carers can be better supported in any emergency measures. We are calling for adequate support for social care so they are able to cope with the additional pressure of coronavirus. We are asking for better coverage of PPE. We have called for carers' income to be protected; at a time when Government is needing families to step in where they can, financial support should be given.
