Carers UK welcomes commitment to carers in Housing and Planning Bill

Last night, during the Third Reading of the Housing and Planning Bill, the Government announced they would allow carers to have longer tenancies in council housing, in response to an amendment tabled by Baroness Lister earlier in the parliamentary process. Carers UK today welcomed the new commitment but still urged the Government to look more closely at effects of the Bill on carers.

Emily Holzhausen OBE, Director of Policy and Public Affairs at Carers UK, said:

“Carers need a stable and secure home in order to provide care for their relative or friend who is older, disabled or chronically ill so we are pleased to see that Government has specified that carers should be offered a longer tenancy in council housing of 10 years rather than the original 5 years. Those providing long term care, older people and those with disabilities or long term illnesses need to feel secure in their home and be able to plan for the future. We are pleased that Government has considered our evidence for this and has made changes accordingly.
In granting longer tenancies,it means carers and their loved ones can also develop the community networks which can be important to support caring. However, for those facing decades of needing or providing care, the worry will still remain that at the end of this 10 year tenancy they will have no choice but to move from their home, which could also be specially adapted.  
It is essential that housing is seen as a key part of ensuring that we are able to support our ageing population. With more people living longer with disabilities and conditions in the community of all ages, the care that families and close friends provide is a vital part of support. The Housing and Planning Bill still brings changes that could adversely affect carers so we urge Government to look at regulations that are developed for the Bill to ensure that carers are protected when their tenancy ends and when they have to move home to care.”
