Can someone on State Pension Benefit from Carer's Allowance

My mother has to care 24x7 for my father now that he is terminally ill.

She is over 65 and claiming a state pension. My father already gets Disability Living Allowance. Can she apply for Carer's Allowance and if so will this affect her pension payment. The gov.uk website talks about 'underlying benefits' that may be available if not. Does anyone know what these are?
