OK, I have read the CarersUK reports on benefit changes but unless I've missed it, I'm confused on a couple of things. I wonder if anyone knows or can help clarify.
Firstly, as I reported on another post elsewhere, we are on Income Support. My wife *was* to be accessed for ESA but because we're both claiming Carers Allowance for each other, the assessment for ESA was cancelled since there is a rule that since we're claiming carers allowance for each other, we are to stay on Income Support.
Does this mean that we WILL eventually automatically move to Universal Credit eventually (From October 2013) and NOT have to be assessed for ESA again? Or could we still be assessed for ESA?
I also understand that one of the new rules of Universal Credit is that you will not be allowed to claim Carers Allowance for each other. Wouldn't this mean we would have to be assessed for ESA then? (Since the above mentioned rule would no longer apply?)
And here's the other thing that confuses me - Universal Credit, paid monthly in arrears, is to include Housing Benefit and Council Tax Benefit. Since HB and CTB are governed and paid by the local authority, how will that be included in Universal Credit? I mean, will you still get one lump sum (the Universal Credit) paid by DWP into your bank account or will you get the Income Support portion of Universal Credit paid by DWP and the HB and CTB paid by the local authority separately?
