Urgent inquiry into overpayment of carers allowance.

The Chair of the Work and Pensions committee, Rt Hon Frank Field MP has called for an urgent inquiry into overpayment of Carers’ Allowance after it was revealed up to 1,000 carers face prosecution.

One man from Leyland faces losing his home after he was wrongly paid more than £19,000 and was convicted of benefit fraud, the BBC reports.

In a letter to the National Audit Office, Mr Field said: “It is deeply concerning that the department has allowed such eye-wateringly large overpayments – nearly £50,000 at the top of the range.

“More than just oversight, these figures suggest that systemic failings or gross incompetence – or a combination of the two – are at play.

“It is carers who will bear the brunt of these failings, as the department seeks to claw back the money from people who can ill afford to lose it.”

Carers’ Allowance is administered from Duchy House, Preston, but in October The Guardian reported 10,000 carers could face fines with a further 1,000 facing prosecution as a result of overpayments made by the DWP.

Many were unaware the allowance is means tested and were unaware of the requirement to notify the DWP of a change in their work or income.

Figures from the DWP reveal £700m has been overpaid in Carers Allowance in the last five years.

Following the report Mr Field wrote to the permanent secretary Peter Schofield seeking clarification of the sums involved and methods used to assess recipients for repayment of Carers’ Allowance.

On November 27 he received a response which revealed overpayments ranged from £65.20 to £48,560.30 – prompting Mr Field to call for an urgent inquiry.

The DWP has access to HMRC records which contain details of claimants income.

However changes in the way data is matched has resulted in some overpayments going undetected for many years, resulting in large overpayments and carers facing proceeds of crime procedures to reclaim the money.

The National Audit Office announced on Wednesday (19 December) it would be conducting an enquiry into the overpayments during the Spring of 2019.
This is the National Audit Office's note about the Carers Allowance overpayment investigation on their website. The DWP Perm Sec said he wanted to "get to the bottom of this" in the Select Committee hearing on Weds whilst pointedly failing to answer the Committee's question about the prosecutions. Hopefully the NAO will sort it out for him. I would be pleased but we don't know how many more will be prosecuted before the report is completed and published.

The NAO is undertaking an investigation into DWP’s administration of Carer’s Allowance which will set out the facts about how the benefit works and the Department’s measurement of the fraud and error rate.

The NAO will also look at the Department’s approach to compliance and how it seeks to recover overpayments from carers.

Made me smile ... Warren Commission's brief ... prove it was L.H.O. , THE lone gunman ... ( Note ... THE ! ).

If knuckles are to be rapped , it will be the Treasury using the ruler.

An amnesty , of sorts ... fines as opposed to legal proceedings in respect of the larger , by overpayment , cases ?

A very long shot ... what message would that send out ?

As Simon pointed out , all those asked for repayments PRIOR to the NAO meeting , and subsequent decision ?
16 days on and it's all quiet on the Western Front .. and in the media.

Not even a murmur to report.

If anyone spots anything , yell ... it's not through want of trying.

There must be some very worried carers out there.
So registered with Universal Credit as a full time carer in November. Application and interview straight forward also told them I was in process of applying for carers allowance. Mid December receive first payment for Universal Credit all fine. End of December received first carers allowance backdated payment. Now today log on the UC account to find message saying because they did not deduct the carers allowance from my first payment I now allow them over £100!. I will pay them but find it ridiculous that two depts of the DWP don't know what each other is doing!

Be thankful your not on irregular earnings or self employed ... and carers allowance under UC ... then , it's REAL fun !

A neighbour went onto UC just over a year ago ... not ONE payment has been technically correct ... previous month's adjustment through error only compounded by another error in the current month's payment ... for 12 consecutive months ... so far !

A regular , monthly , visitor to my abode ... distinct lack of actual bodies able to advise on my manor !
Busybee, it is a very disorganised department. S and I need to attend ( another) appointment at the Job centre re UC, the home visiting team have arranged to visit us at home at the same time to redo his appointeeship paperwork ... Of course by the time I got home from work to read the letter, informing us of the appointment this Monday coming, their offices are closed for the day. His appointment at the Job Centre had to be rearranged because they contacted us about it AFTER it should have happened.

According to the news the dwp are putting off rolling out UC,apart from a lucky 10.000 poor sods ,how long can you flog a dead horse ?
David, they are putting off making all folk transfer over from other benefits, for now, which is good news. However, this doesn't help those newly applying, those with a change of circumstance nor those poor s*ds already on it ...
