OK, I have read the CarersUK reports on benefit changes but unless I've missed it, I'm confused on a couple of things. I wonder if anyone knows or can help clarify.

Firstly, as I reported on another post elsewhere, we are on Income Support. My wife *was* to be accessed for ESA but because we're both claiming Carers Allowance for each other, the assessment for ESA was cancelled since there is a rule that since we're claiming carers allowance for each other, we are to stay on Income Support.
Does this mean that we WILL eventually automatically move to Universal Credit eventually (From October 2013) and NOT have to be assessed for ESA again? Or could we still be assessed for ESA?

I also understand that one of the new rules of Universal Credit is that you will not be allowed to claim Carers Allowance for each other. Wouldn't this mean we would have to be assessed for ESA then? (Since the above mentioned rule would no longer apply?)

And here's the other thing that confuses me - Universal Credit, paid monthly in arrears, is to include Housing Benefit and Council Tax Benefit. Since HB and CTB are governed and paid by the local authority, how will that be included in Universal Credit? I mean, will you still get one lump sum (the Universal Credit) paid by DWP into your bank account or will you get the Income Support portion of Universal Credit paid by DWP and the HB and CTB paid by the local authority separately?

I'm no expert Gary but the way I read it, one of you will be considered a carer, the other will be subject to conditionality. But get some advice from either the helpline or a CAB near you - it's a minefield.

Further to this - an update..........

DWP have now contacted us to say that we WILL be going on to ESA after all but since they have extensively checked all the medical reports they collected (makes a change, doesn't it?!?!) my wife will NOT need to attend an ATOS review but will automatically be moved from Income Support to ESA in the Support Group.

The person for DWP went on to say "... but we also have some good news for you.....", explaining that our money will in fact increase from what we were getting on Income Support. Can't remember exactly how much the increase was, it was something like an extra £13 or £16 per week. And I thought the government were supposed to be cutting benefits, not giving us more?!?!?! Still, we're not complaining!!!
Apparently, nothing else changes. All entitlements remain the same as it did with Income Support.

I may be wrong but IAIN DUNCAN SMITH M.P. secretary of state works and pensions said he would stop someone registered disabled being allowed to also claim the carers allowance , therefore in your case both you and your wife would lose the entitlement to the cares allowance ......he wanted this to start April 2013 but looks like it may have been held back ....
