Good Afternoon to you all

I care for another family member who has previously been turned down for PIP. They also now suffer with frequent painful bouts of cellulitis.

Is there any benefit in including this in a re-submission for PIP?

Yes, always appeal. Ask for copies of the notes relating to the earlier application. When I applied the doctor had written a load of rubbish, not least that the Waitrose car park was 300 YARDS from the shop entrance, when in reality it was just 3 yards away!
