Attendence Allowance who can claim??

All about money
A 76 year old lady, was living normally but relatives notice unusual behaviour, wandering etc.

Relatives have arranged carers to go around a few times a day to help.

Can she claim attendence allowance?
I know can't claim PIP as over 65.

Not sure about the savings situation, owns the house but if under £23000 should the LA help with the cost of carers?

Hasn't had a needs assessment or anything i don't think.

Any other benefits help available?
Attendance allowance is a non means tested benefit
Who can claim?
The lady may well be eligible, if she now needs help with daily living, or an element of supervision.
She needs to see her GP and be referred to a memory clinic.
If she is diagnosed with dementia, that is classed as a "severe mental impairment" and she will become exempt from Council Tax.
Disability benefits are not means tested.
Does anyone have Power of Attorney for her?
