Sandy, as far as I can understand (based on BBCi - the red button), the route they took had already been checked by Royal Protection Officers, approximately 2 mins before Charles and Camilla went down that route and it was deemed as clear of protestors.
Then the protesors moved in an unexpected direction which left the Royals in a situation whereby they had to carry on, go back or head down small (and possibly dangerous side streets).
There was also an argument on there asking why they were in that particular car in the first place since it's main function is to display the Royals when they attend such events and it's not as easily turned as Charles's usual Bently which has toughened windows.
It seems that there were errors on so many levels with the handling of this from the very beginning
