I have moved a pram in the past because it was blocking my sons path in to a shop and no sign of the mother. You shouldn't leave your pram blocking peoples way - having a child is not a disability. Thats why it really pees me off when they put the parent and child spaces next to the shop and the disabled spaces a good bit away.
I would never move someone else's pram, just as I would never move someone in a wheelchair (unless of course they wanted help).
As for parking spaces for disabled and parent/child, I think they should both be closest to the entrance of the shop - bad planning if anywhere else. I have been very grateful in the past for parent and child spaces when I had 3 kids under 5 years.
Abuse of these parking spaces annoys me a lot.
