Carer shortage after Brexit 'will force women to quit jobs.'

Up to 28,000 fewer EEA care workers in five years, says Department of Health report.



Women will be forced to quit their jobs to look after ill or ageing relatives if the supply of EU care workers is severed after Brexit, the Department of Health has warned.

In a worst-case scenario, there could be 28,000 fewer workers in the care sector in England five years after leaving the European Union if employers were no longer able to recruit European Economic Area (EEA) staff, it says.

Its report, a response to the call for evidence issued by the Migration Advisory Committee (MAC), says women in particular will be forced to take up the slack.

“Considering rising life expectancy, population structural changes (significant increases in those aged 85 and over) as well as increases in the number of people living with one or more long-term conditions, there are significant demand implications for the health and social care workforce,” it says.

“Unless we ensure such demand is met, there is a wider risk to labour market participation more generally, especially when considering increasing social care needs. If we fail to meet social care needs adequately we are likely to see a decrease in labour market participation levels, especially among women, as greater numbers undertake informal care.”

Women are more likely to take on caring roles than men. Of the 6.5 million unpaid carers in the UK, 58% – 3.34 million – are women, according to the 2011 census. Carers UK estimates the economic value of the unpaid care provided by women to be £77bn per year.

The MAC has been charged with advising the government on the economic and social impacts of the UK’s exit from the EU and on what the immigration system should look like post-Brexit. It is due to publish its guidance next month.


In its evidence, the Department of Health, now the Department of Health and Social Care, says: “Migration will need to continue to play a vital role in meeting future demand and providing a means of ensuring flexible supply in response to changes in demand for health and care. It is vitally important that any approach to migration prioritises the health and care sector.”

The report says EEA staff make up 7% (90,000) of the adult social care workforce. That number has grown by 32,000 (more than 50%) between 2012-13 and 2016-17. There are 90,000 vacancies in the sector.

EEA workers also account for 15% of dentists, 9.1% of doctors and 5.5% of nurses and midwives. The number of EEA nurses and midwives on the register more than doubled between 2013 and 2017, from 16,798 to 38,024.

While steps have been taken to increase the supply of British nurses and doctors, the dossier says that because this takes time “continued migration across the NHS is vital to maintain service levels”.

Since 2010, the Conservatives have pledged to reduce net immigration to tens of thousands and “taking back control” of migration formed a key plank of the leave campaign during the EU referendum in 2016.

But concerns have repeatedly been raised about the potential impact on the UK workforce. In May, the then-health secretary, Jeremy Hunt, said a dedicated health and social visa was “something I should probably raise with the new home secretary”.




So much for THAT PLAN ... encouraging carers to work ... whilst doing nothing for those who cannot.

Our Carers UK welcomed it ... more fool them ???

So Mr. Government , what is it to be ?

Take on paid work or ... remain as family carers to take on more caring duties due to the lack of paid care workers ... and the little matter of LAs not having enough funds to provide realistic levels of social care ???

If it could be measured , I would wager £ 10 against Carer UK's £ 1 that MORE will be forced to leave the workplace than join it by , say , December 2019.

That GREEN PAPER before the end of the year ... I wonder what's NOT to be in it ???
So 3.16million of the unpaid carers are men. That's quite a few,
'fraid so !

When it comes to caring , it's all hands to the pumps ... even if some hands are hairier than others !

Yet another textbook can be thrown out the window.

In CarerLand , there is caring and ... very little else.

Not a problem. As young as 5 , as old as 103 , we take them all !

Disabled ?

No problem , many disabled carers are already enlisted.

Despite terrible conditions , hardly any pay , no prospects , nearly no support and no exercisable rights enjoyed by others , hundreds if not low thousands " Volunteer " for duty every month.

We need more ... otherwise the 40% tax rate may have to rise ...

It beats being unemployed even if we pay them more than you !

Yeh ... in the most macabre way ?

I've even met female carers who could push their caree in a wheelchair as far as I used to do on a regular basis.

Having no other option but to do so is a powerful stimulant ... back in the days when both buses and trains did not have the " Roll on , roll off " facilities as they do now.

Gender tends to disappear in CarerLand ... who and what you once were left at the gates ... only to be retrieved once the caring ends ... gates to the nationwide gulag known by us as CarerLand.

Not the topic conversation when enjoying a quick pint with other males ... won't last long as the caring duties often increase but , at least , at a slower rate than what's in yer pocket decreases.

Male pride then kicks in ... big time ... no more sponging off mates ... period ! ... for some , years of isolation follow , I was no exception.

Male carers / former convicts ... another thing in common ... neither wants to talk about their experiences with other males !

Even transsexuals , mustn't leave them out in this day and age.

Everyone has the choice to care or not ... don't they ?

And , if there is NO alternative , our Lord Kitch welcomes all ... even an introductory book of foodbank vouchers ... many will need those ... eventually.

Brexit could result in 115,000 fewer care workers, finds study.

Analysis of ONS data suggests workforce crisis by 2026 if freedom of movement ends.


Ending freedom of movement after Brexit could result in 115,000 fewer adult social care workers by 2026, according to an analysis of official figures.

The thinktank Global Future said the sector had become increasingly reliant upon low-skilled EU workers who were expected to face restrictions after Britain leaves the European Union.

The findings are likely to increase concerns that the sector which provides care for elderly and disabled people is close to breaking point.

The analysis follows the government’s decision in June to abandon plans to announce a new workforce strategy for the health and social care sector.


There are at present 1.3 million care workers, but 2 million will be needed by 2035 to cope with the rising number of elderly people.

According to the analysis using Office for National Statistics data, 220,000 social care staff in England, 17% of the total, are foreign nationals.

Since 2012, the number of care workers from outside the EU has fallen as a result of strict controls on low-skilled workers from the rest of the world, but those from inside the bloc has risen, leaving the total number of foreign nationals working in the sector roughly constant.

There were 90,000 unfilled social care vacancies, a vacancy rate of 6.6% compared with an average of 2.5% across the economy. The sector is adding just 18,000 additional British workers a year.

If the UK applies similar immigration restrictions on European workers to those applied to those from outside the block, Global Future’s analysis projects the will be 115,000 fewer care staff in England by 2026 than if free movement continues.

The ONS projects that by 2026 there will be 1.5 million more people aged 75 or over. Without free movement the UK would need to fill 380,000 additional social care jobs just to keep up with the needs of an ageing population, the thinktank said.

Peter Starkings, the director of Global Future, said: “Ending free movement after Brexit would cause a social care workforce crisis. Social care is already overstretched, and cutting the number of care staff by 100,000 would have a direct impact on the quality of life of elderly and disabled people.

“Low-skilled workers from the EU are an easy target for politicians, but we rely on them to do vital jobs supporting our elderly and disabled loved ones in care homes and in the community. Without them our social care system would quite simply be unable to function.

“New health and social care secretary Matt Hancock must make it a priority to protect the adult social care sector – and our elderly and disabled citizens who need care – by fighting and winning a battle within government to allow European workers to continue to work as carers.”

The Department of Health and Social Care said ministers were confident of reaching a deal with the EU that benefitted the healthcare and social care workforce.

“We want to promote adult social care as a career of choice and ensure the system is able to meet the demands of our growing ageing population. That’s why we are launching a recruitment campaign this autumn to raise the image and profile of the sector,” said a spokeswoman
.

Carers UK today welcomed the publication of the cross Government Carers Action Plan for England saying that it provided some positive short term measures to support carers.


Suffice to say , that was not my view,

My bet on more family carers LEAVING employment than remain / become employed stands ... and I'm prepared to DOUBLE that bet !

" That Plan " summed up everything that's wrong with the current thinking on social care , and family carers.

If ... and a big IF ... the present rumours are correct , where will that leave us ... with many unable to receive supporting care as there is a shortage of careworkers ?

Perhaps our own supporting organisation would care to comment ?

The words SNOWBALL and HELL spring to mind.

It is NOT in line with Government thinking and planning !
Shall be interested to see how they are going to raise the image of caring as a career choice. Are they going to plough additional funds into the sector? It'll take a lot!
Perhaps the bigger question for both the Government and our own " Supporting " organisations to answer is :
Given the terms and conditions spelt out by our own Lord Kitch , why do so many family members " Chose " to care ?


The correct answer to that one would enable all and sundry to REALLY understand CarerLand , and plan accordingly.

Provided , of course , ALL family carers , including child / kinship carers , were identified in the first place !
To entice more people into caring as a job and away from other jobs, conditions, benefits, wages and society's perception of caring surely need to improve, dramatically. But still you need the right temperament to be any good.

The Powers that be might get positive outcome by making it easier for family carers by way of tax relief or other creative incentives and support.
Exactly my point on another thread ... which seems like aeons ago.

The trick is to entice family members to become carers by incentitives ... increasing CA and , at the same time , removing most of the barriers to claiming it in the first place ... introducing a " Senior citizens type payment " for those carers claiming the state pension ... would be my route.

Any further measures could bring the Government into conflict with the existing Emplyment laws ... armageddon if family carers were demned to be workers under the existing law.

Thereafter , family carers would , at least , have their financial plight eased ... not by much but a welcomed boost.

In turn , the pressure on the LAs will ease ... again , not by much but at least reduced.

A win / win situation for the Government ... a motivated " Workforce " at a price considerably less than a paid one ?

The Unions will be fuming but ... one advantage for the present party to be in power ?

Certainly to be considered ... before recombining the NHS with social care ???

Not ideal , especially in the numbers of hours every family carer spends caring , but ... better than what went before ?
