Carer's Premium - who claims it?

Hi folks

I receive Carer's Allowance and am on ESA Income-Related. I now need to do a lot more night caring and we have been advised (by my brother's consultant) to apply for the Carer's Premium. I've Googled it in great detail and I am none-the-wiser.

Who do I need to ask about trying to claim it?
Do I claim it or does my brother (the person I'm caring for) have to claim it?
Does anybody have a vague idea of how much extra it would give me?

The Government's website seems to be as vague as possible about it other than suggesting I go and speak to the Job Centre. I have no doubt that they will send me elsewhere.

Means-tested benefits

If you are paid Carer’s Allowance, it will count as income when your means-tested benefits are calculated. However your means-tested benefit calculations will include a carer premium, carer addition or carer element.

The carer premium is an extra amount of money included in the calculation of Income Support, income-based Jobseeker’s Allowance, income-related Employment and Support Allowance, Housing Benefit, and Council Tax Reduction (Rate Relief in Northern Ireland).
