The biggest cheats are the mp's themselves and the very rich who bankroll them. It is far easier for them to point the finger at the targets the public sees, the unemployed, the sick, the disabled, the carer for which they can provide figures i.e. these people cost you the tax payer so many billions a year, here is the budget to prove it.
There is a section of the public in this country, families where one or both of the parents have never worked and whose children are likely to see this as a way of life, where young girls see having babies as the only way to have a home of their own etc.
There is also a section who have spent their lives trying and failing to find work that pays enough to support their families.
There are those who cannot work, through sickness or disablilty, cared for by people who give up their earning power to do this.
There are, of course, scroungers, but these are the minority.
But the biggest scroungers do not fall into any of these categories.
The biggest scroungers are the ones who can afford accountants to ensure they pay as little tax as possible. The super rich whose money is all abroad, hidden, untaxable. Those fiddling expenses, whose salaries are more than enough in the first place.

So the Government lumps all the 'touchables' under one umbrella, without exception.
To spend vast amounts on reforms and green papers is to be seen to be doing something.
To spend vast amounts on reforms that are beneficial takes courage, vision and compassion.
To spend vast amounts where they are needed, not wasted, takes a person who knows the difference.
