Had to order a new throttle for the mobility scooter and on the site it gives price without VAT, then opposite with VAT.
I contacted the seller and told him because I'm disabled I don't pay VAT on items that are needed because of my disability.
I was informed that this only occurs on buying a new scooter and not on items to repair my scooter.
Could anyone inform me if this is this so?

Although we are not VAT and Tax specialists the following information from the Low income Tax Reform Group from their website may be of use; a direct link is shown below:

Which states the following - although you do need to scroll down quite a bit to the Other equipment section.

A range of goods and services (bought or leased) might be free of VAT if they are specially designed to help with a disability.

Examples include:
  • wheelchairs and carriages (including most mobility scooters)
You might also be able to get VAT relief on:
  • the cost of installing some of the items in the list above
  • the cost of adapting general-purpose goods to suit your particular needs (including any materials needed to adapt the goods but not the cost of the goods themselves)
  • repair and maintenance costs of qualifying goods such as those listed above
  • parts and accessories designed solely to go with qualifying items (for example, a generator purchased to run a stair lift if there is a power cut does not qualify because it is a general-purpose item that could have other uses).
In order to be certain if the repair on your scooter should be VAT free and how you would claim this; the best thing to do would be to contact HMRC directly. They have a phone number 0300 123 1073 which is available Monday to Friday 8.30am to 4pm but the website does say they there may be a delay in being answered due to a reduced number of staff, so you may need to persevere.
