Looks like a recipe for the ghettoisation of Britain and the perpetuation of the poverty-trap. Only a bunch of blue-sky theorists from public schools could come up with quite such a silly and divisive idea.
totally agree Excalibur.I have never heard of such an insane,immoral proposal-until their next one.
A similar idea was mooted some ago, it follows the US model of benefits administration where individual States have a larger degree of control over benefits administration than LAs in the UK and which ultimately led to the Wisconsin model: Workfare, time-limited payments, etc., which has now been rolled out nationally in the US.
It's a return to the old Poor Law system...
Absolutely, if this happens benefit recipients are gong to be seen as more of a drain on resources than they already are however justified their claims and in the US one State actually gave benefit recipients cash incentives to ship them to other States to make them someone else's responsibility. Interestingly these schemes cost more to administer than they save in benefits payments so there does not seem be a fiscal justification for them, quite the reverse. So in our area nobody would actually get any benefits unless their face fits, they are related to a councillor or an employee of the council or are a drop out from the old bed and breakfasts that now masquerade as drug rehab centres.

Best plan if the tories get in is for us to move - anyone want a three bed two bathroomed 1930s bungalow with large garden - two receptions, central heating, double glazing, etc.
