Aside from the principle of this disgusting behaviour by this council (not the only ones doing it)...

...what they don't understand is it is not just the specialised transport (wheelchair accessible) but these persons needs require that an escort be present on the transport too, which is why you would usually see minibus transports with the driver and another person sitting with the service users (the latter usually being a rotating key worker/staffer from the venue that has full training) for safety to back up the driver who would also have a good level of training/know how to conduct themselves properly around users with SEN.

Regular drivers however well meaning aren't going to comprehend a person having a meltdown.. or not being interested in "small talk" (if they are even able to vocalise themselves in the first right)

I also dislike that by sticking a "wheelchair accessible" label its assumed it would be by any, when its not.. people in specialised chairs often cannot access taxis still (public transport out of the question) and even when they can it is at the discretion of the driver... irrespective of legislation about access, its not enforced so does not count for squat.

We're going backwards
In Hampshire a group of parents got together, employed a solicitor and challenged the council - successfully!
I have been reading about this too

I have heard that even if the parents win this year.councils can amend the policy again and the parents have to fight all over again next year!

We take our sons everywhere..saving the LA a fortune!
