Unfortunately the rules for Council Tax Exemption are the same as for Council Tax Discount.
You/they need GP certification and a qualifying DWP Benefit.
The only way this will change for all council throughout the UK is if the laws are changed.

An MP has presented a petition to parliament to change the laws on Council Tax Discounts for people with Dementia. The petition requires that council tax disregards are backdated to the date a person was certified as being severely mentally impaired, where they then go on to qualify for a relevant benefit. It is imperative that MPs and MSPs on all sides present and support this petition so that both people with dementia and their mostly unpaid carers are recognised. Please ask your MP/MSP to give their support.
