My reply from Mr Healey regarding the rumour about means testing for Winter Fuel Allowance!

Thank you for your letter of 8th June, I am glad you found my previous letters to be of interest.

With regards to the concerns you raise about the rumour
that the Government plants to introduce means testing for the Winter Fuel Allowance, there are NO plans to introduce this.

Winter Fuel Payments are one of the key ways this Government provides support for all pensioners, in line with our principle of 'progressive universalism' - support for all, and more for those who need it the most.

Means-testing can reduce incentives to save, be administratively more burdensome and reduce take-up. It is not desirable to introduce these features to what is currently a simple, easily understood and well received support for pensioners.
