Winter fuel payment

Hi,
I was just reading on your website about winter fuel payment. I am a little confused as to whether my husband qualifies for it. We have been on income related esa for several years now but he is under the age qualification and doesnt qualify until next year. My confusion came as you state that if you are on income related esa then you would automatically qualify for the payment yet we have never had one. Is this correct? If so, should I ring them?

2. Eligibility

You qualify for a Winter Fuel Payment if both the following apply:

you were born on or before 5 August 1953
you’ll be living in the UK for at least one day during the week of 18 to 24 September 2017 - this is called the ‘qualifying week’

If you won’t be living in the UK during the qualifying week, you might still get the payment if both the following apply:

you live in Switzerland or a European Economic Area (EEA) country
you have a genuine link with the UK social security system, such as having lived or worked in the UK for most of your life

You can’t get the payment if you live in Cyprus, France, Gibraltar, Greece, Malta, Portugal or Spain because the average winter temperature is higher than the warmest region of the UK.

You may still be able to get Cold Weather Payment or the Warm Home Discount Scheme, even if you don’t qualify for Winter Fuel Payment.

When you won’t qualify

You won’t qualify if you:

are in prison for the whole week between 18 to 24 September 2017
are in hospital getting free treatment for more than a year
need permission to enter the UK and your granted leave states that you can’t claim public funds
have lived in a care home for the whole time between 26 June and 18 September 2017, and got Pension Credit, Income Support, income-based Jobseeker’s Allowance or income-related Employment and Support Allowance

4. How to claim

If you’re eligible for Winter Fuel Payment, you’ll usually get it automatically.

You’ll need to claim it if you’ve not had it before and any of the following apply:

you don’t get benefits or a State Pension
you only get Housing Benefit, Council Tax Reduction, Child Benefit or Universal Credit
you get benefits or a State Pension but live in Switzerland or an EEA country

You also need to claim Winter Fuel Payment if you’ve deferred your State Pension, even if you had it before. You only need to do this once.

You have until 31 March 2018 to claim for winter 2017 to 2018.

If you’ve claimed Winter Fuel Payment before, you should get it automatically from the organisation that pays your benefits. Contact them if you have any questions or there’s a change in your circumstances. You can find their details on any letters they’ve sent you.

You’ll need to know:

your National Insurance number
your bank or building society details
your BIC and IBAN numbers if you live in the EEA or Switzerland
the date you were married or entered into a civil partnership (if appropriate)

Payments can’t be made into a National Savings and Investments (NS&I) account unless you already get other benefits paid into the account.

You’ll also need to say whether during the qualifying week of 18 to 24 September 2017 you’ll be:

in hospital getting free in-patient treatment
in a residential care home or Ilford Park Resettlement Home
in custody serving a court sentence
