Right to Direct Payments

A local domiciliary care provider is handing their contract back to the Council leaving a number of people needing to have a new care provider. Some have been refused Direct Payments despite asking for them - they would rather choose who cares for them.
What are their rights and how would they go about exercising them - is it just through complaint route?
