Oo-er Paul, I think this is one for the helpline:

Carers UK Adviceline

You can talk to us five days a week, no matter

Open Monday to Friday, 10am to 4pm.

Advice Line or phone 0808 808 7777

Email advice@carersuk.org
They do get very busy, so it's probably worth emailing them.

Thanks Melly 1 Will e mail :)
Very odd! Our helpline is brilliant, they know the rules better than DWP themselves.
I can't help but wonder if they think his carer lives with him, so he's not eligible for a "single person discount". Our LA has issued a number of incorrect decisions about council tax for me, my mum and my brother, and I'm always the one that has to sort them out. They seem to have a "charge first, ask questions later" policy which is really annoying for those of us who are honest.
What is the nature of your carees disability? (If he has severe mental impairment, including dementia, he is entirely exempt from Council Tax, in which case the caree would be entitled to a refund back to the date of the diagnosis!!!)

The benefits of the person you care for

If you claim Carer's Allowance, it could affect the amount of benefit the person you care for receives.

They could lose the severe disability premium in their income-related benefit or the addition for severe disability in their Pension Credit.

If you only have an underlying entitlement to Carer's Allowance and are not actually paid it, this will not affect the benefits of the person you care for.
You could always try your local citizens advice.
